EHAT: Environmental Health Assessment Team

Freeland Comunity Forum: A website that is a neutral platform on which Working Groups have a place to share information in a common location, visible to all viewers. It exists to help those who are concerned about our community to better communicate and cooperate with each other. It is open to everyone and is not tied to any particular political or special-interest point of view.
The Form as a whole is made up of everyone on the e-mail list. See Forum Report 09-15-05 for details.
Freeland Comprehensive Plan
A customized land-use plan for Freeland (has a comprehensive sewer plan included in it).

Growth Management Act (GMA) went into effect on July 1, 1990.

Main Street Sewer District: The Main Street Sewer System was built to serve the village at Maple Ridge, a senior housing development, and the newly opened Coastal Community Bank. Main Street has claimed they can provide service for $3.5 million less than the cost of implementing the county plan. Main Street recognizes that it will reach capacity within 8 to 10 years, near the year 2015, and that additional new wastewater treatment capacity would be needed.
Municipal Research Service Center is a quasi legal support organization serving Washington State, county and city governments as well as special purpose entities like the Port of South Whidbey. www.mrsc.org

Otak Inc. a consulting firm hired by Island County to develop a conceptual plan for Freeland. Small groups of citizens met with the consultants during a 3-day series of workshops to gather ideas, input and suggestions on design solutions for Main Street from the intersection with Highway 525 to Scott Road.
Ordinance C-119-99was adopted on November 8, 1999 in which building limitations were established for Freeland – a 27,000 square foot building limitation and a 14 dwelling unit per acre density limitation for multi-family housing developments.

Phase 1: Feasilbity study for building a phased sewer system, encompasses the downtown business core from Scott Road to Cameron Avenue.

Rural Area of Intensive Development (RAID): Freeland is not formally designated as a “Non-Municipal Urban Growth Area” it has a label of “Rural Area of Intensive Development” (RAID). RAIDs are areas where growth has historically occurred prior to the enactment of GMA but which would not be allowed under the Act today. There is very specific language in the GMA Act that outlines how to determine what qualifies as a RAID

Vision 2025 Committee: A committee whose objective is to serve the long-term common good of the community, start and sustain a community conversation that is ongoing, enhance informal citizen involvement, and facilitate a community process for developing a vision for Freeland, which guides the community and its relations with Island County government. This effort is a joint activity of the Freeland Chamber of Commerce and Friends of Freeland.
